Clients must arrive on time for appointments. Appointment times have a maximum of a 15-minute grace period. After this period, clients will have to reschedule their appointment.
Appointments are posted either 1 month in advance, at the beginning of each month, or daily at 10:00 AM for the next business day. (except Thursdays).
Winter Crisis has started!!
The Home Energy Assistance Winter Crisis Program:
This program provides a one-time benefit to eligible Franklin County residents with electric and/or gas assistance during the winter months. The program runs from November 1st, 2025, to March 31st, 2026, or until funds are depleted, whichever comes first.
Winter Crisis applications that were deemed incomplete must be completed by April 15th, 2026, to receive the benefit.

Who is eligible for the Winter Crisis Program? (November-March 2025-2026)
Households must have a gross income at or below 175% of the poverty guideline to qualify for assistance and must meet at least one additional eligibility criterion listed below:
- A household member's electric energy source must be either in "disconnect" status, have been terminated, need to establish new service, or need to transfer service.
- PIPP defaulted payments must be paid by account holders.

Failure to provide all required documentation will delay your assistance. We require the following documents:
- Valid Driver's License/Photo I.D.
- Proof of Citizenship or Proof of Legal Residency documentation is required for ALL household members, regardless of age:

for work authorization status only, will not be
accepted for citizenship verification)
8. Court order stating that deportation has been withheld pursuant to Section 241(b)(3) or 243(h) or of the Immigration and Nationality Act.
9. INS Form I-688
- Proof of household income for the past 30 days for everyone 18 years & older (12 months of income required for school employees). All pages of the current year's award letter for SSI, SSDI, and SSA, for all/any social security payments.
- Self-Employment must bring their previous years' tax forms 1040 and Schedule 1, or a Non-Filing Letter from irs.gov. School district employees must bring 12 months of pay history.
- Current gas or electric bills.
If a non-household adult is applying on behalf of the client, then a Power of Attorney, a notarized statement, a Representative Payee from SSA, or legal guardianship documentation is required.
